I know, my "epilogues" are often misnomers, and rather show things that are tangents to the chapter's main plot, but didn't really fit in.
Which is the case here too - the initial idea here was the last panel, and I just thought this might be a good opportunity to put it into the comic...
In a week, right at the beginning of February, we'll continue with a spanking new chapter!
You mean that she can see how people she is watching will appear (or what they will do) in the future? Or even people who are not present at her location right now, but will be? (And who might not even have been born yet?)

As for abusing this power, I'd say that it's working a bit too unreliably random to use it in a "targeted" way. Meaning she has visions of the future, but can't control when they appear.

Come to think of it, both World Wars have littered Europe and the world with a lot of places (or will litter, from her perspective) that Issette should better avoid...
