I seldom have specific "fantasy casting" voice actors for my characters in mind, but in case of this absolutely trustworthy fellow, I imagine his voice to be like that of German voice actor Michael Pan. (If you click on the link and then on "2 Hörproben", you can hear some samples of his voice.)
But aside from this robot, you can see that this shop also has some moreinteresting old stuff to offer...

The giant glowing cube is.. a giant glowing cube. :-)
Well, actually, the idea was that it is just some kind of fancy decor lamp, with constantly changing color patterns that are interesting to look at.
Seems that the store owner is not entirely in the picture about the true value of this item. (Which would mean a potential buyer could get it for a bargain price! ;-D )
I don't know about that cube specifically, but if someone where to examine this shop with some kind of detecting device for magic (e.g. like the one owned by Agent Johnson), I am sure some of the objects here would give off rather disturbing readings... E.g. the evil clock in panel 3.
And I don't mind the borderline hijacking - I mean, a very heavy AB reference will come pretty soon anyway. ;-)
The Napoleon's liver thing is supposed to be a reference to his iconic hand-in-waistcoat gesture.
My Mom told me once that he did that because he had health issues with his liver.
Only, I can't find any reference to that on the internet (not even as debunked urban legend or something like that) - so it's entirely possible that my Mom just made that up herself. X-D
