The impression I try to deliver here is that this bike definitely has seen better days: It is rusty and the engine makes worrying noises. It is supposed to be a very "uncool" motorbike. Now, if a Vesper (which I used as a template) is indeed uncool or not lies in the eyes of the beholder, of course. But I guess it is not the type of motorbike e.g. someone from a biker gang would use.
I wasn't commenting to the make or condition (how should I, driving my car in rat condition), but the definition.

Sure, in German one would more accurately call this kind of vehicle a Motorroller, and www.leo.org tells me that this would be a motor scooter in English.
But that was kind of the joke I was going for here:
If someone tells you that (s)he has "a motorbike", the first image in your head may be a badass Harley Davidson, or a sleek Kawasaki, or whatever.
