The right shoulder patches of Major Wildebees and Commander Rothemd are each representing the organizations they are coming from. (The ToyCo face and the star from the HDS logo respectively.)
Babette's right shoulder patch, on the other hand... is a cartoony version of the most iconic image from George Méliès' A Trip to the Moon. (It shows the anthropomorphized moon having a spacecraft in its eye.) I found that doubly appropriate, given Babette's last name and the theme of this chapter.
I haven't decided yet what this patch is supposed to represent in-universe though.
It could either be that of her employer, the Jules Verne University in France (since Méliès' movie is based upon a Verne novel) - or even kinda be her personal sigil.
Also, they should have asked NORAD for Candy’s orbit so they could uh “deorbit” her.
