Firstly, the lack of explosives.
If they'd work for East Germany / Soviet Russia / any other government, they would also have access to human technology.

Secodly, pacifism.
While the mermaids are ready to defend their interests, also with violence if necessary (as we'll soon see), they don't really want to wage war against the humans.

Yes, exactly - and we'll soon see the merfolk's reaction!

You don't make friends by kidnapping people - but on the other hand, this has a few times worked quite well for Eric Macdonald.

Yeah OK, "setting them free" is not exactly what you can call the way they're treating those mermaids...

(Considering that this is taking place in a country that literally walled in its own citizens, this was to be expected I guess...)

Yes, that's the major flaw of this plan!
Unfortunately, their plan B in case of the mermaids being uncooperative is, uh... a bit sinister...
