They are perfectly ordinary rats, basically. So to speak the easy to deal with starter-cryptid for our heroes.

The rat king being French is just a little joke: He is patterned after the French king Louis XIV, who is considered to be the prime example for an absolutist monarch, and who is alleged to have once said: "I am the State". (Or, in French: "L'Etat, c'est moi.") The rat king here says instead: "I am the sewerage."
